Indonesia and Malaysia have become the first countries in the world to block access to Grok, the artificial intelligence chatbot developed by Elon Musk’s company xAI, citing concerns over the generation and circulation of sexualised and inappropriate images.
Authorities in both Southeast Asian nations said the decision was taken to protect public morality and comply with local laws that strictly regulate online content, particularly material deemed harmful to minors or offensive to cultural and religious values.
According to regulators, Grok was found to be capable of producing or amplifying sexualised visual content that violates national digital safety and decency standards. The bans were implemented after reviews by communications and multimedia authorities in both countries.
Indonesia’s Ministry of Communication and Information said the move reflects the government’s zero-tolerance approach to digital platforms that fail to adequately moderate content. Malaysia’s communications regulator echoed similar concerns, stressing that AI developers must respect domestic laws, regardless of where their platforms are based.
The decision marks a significant moment in global AI governance, as governments increasingly scrutinise generative AI tools over risks related to misinformation, explicit content, and ethical safeguards.
xAI has not yet issued a detailed public response to the bans, but the development adds to growing pressure on AI companies to strengthen moderation systems, especially as their products expand globally.
Analysts say the move by Indonesia and Malaysia could encourage other countries to take similar action if concerns over AI-generated content are not addressed, potentially reshaping how artificial intelligence platforms operate across different regions.
