DVLA CEO Raises Alarm Over Costly Contract, Questions Legitimacy of Service Provider

Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has voiced serious concerns over a controversial contract agreement that has left the Authority facing a massive financial burden.

In an interview on TV3, Kotey revealed that a mystery company had secured a deal with the DVLA for system monitoring services, yet no one within the organization seems to know the true nature of its work.

“Anybody you ask doesn’t seem to know what the real work of the company is,” he stated.

Under the agreement, the Ministry of Finance was supposed to fund the service with GHC50 million annually, but no payments have been made for the past three years. Despite this, the DVLA is now expected to settle the accumulated debt.

“We are in the third year, and they never paid a pesewa. Yet, they expect us to pay all these monies,” Kotey lamented.

The contract, signed in 2023, locks the DVLA into a system that became operational on January 1, with financial commitments soaring to approximately GHC160 million by year’s end.

In response, Kotey has escalated the matter to the sector minister, who is also the Member of Parliament for Saboba, for further investigation.

“We take it and see what the issues are,” he affirmed.

Adding to the controversy, Kotey highlighted inconsistencies in the contract’s structure, noting that the DVLA already manages roadworthiness services, yet this system appears completely independent rather than integrated into existing operations.

As scrutiny intensifies, questions remain about the legitimacy of the contract, the role of the unnamed company, and the financial implications for the DVLA.
