Ex-Bank of Ghana Governor Accused of Unauthorized Surveillance Following Security Operation

A recent security operation at the residence of former Bank of Ghana Governor, Dr. Ernest Addison, has revealed the presence of surveillance equipment allegedly linked to the Central Bank, according to security expert Col. Festus Boahen Aboagye (rtd).

Col. Aboagye, speaking on TV3’s The Key Points on March 22, 2025, disclosed that monitoring devices and wiring were discovered, allowing remote access to activities within the Bank of Ghana. He asserted that while such measures may have been standard practice during Addison’s tenure, their continued existence post-resignation raises serious security concerns.

“He had wired his place with what we call backdoor electronic devices. There are devices in his house, connected to the Bank of Ghana, enabling him to monitor activities within the bank,” Aboagye stated. “In fact, monitoring is a diplomatic word—this is spying, this is surveillance, and the state has not authorized any former governor to conduct such activities.”

According to Col. Aboagye, the intelligence gathered on these surveillance devices prompted the operation conducted by National Security operatives on March 19. The mission aimed to retrieve the unauthorized equipment, reinforcing concerns over potential breaches of security protocols.

Dr. Addison had tendered his resignation two months prior to his expected retirement in March 2025. “His retirement was due this March, but he is no longer serving at the Bank of Ghana, so he should have disconnected those devices. Why was he still keeping them?” Col. Aboagye questioned.

The Deputy Attorney General, Justice Srem-Sai, confirmed that the search was lawfully executed. However, reports indicate that CCTV cameras connected to the Central Bank were among the devices discovered, raising further questions about the former governor’s actions.

The discovery has sparked national debate over the implications of such surveillance and whether further legal action will be pursued.
